The main idea here is how a national budget mirrors government priorities and the scale of programs. In the 2025 budget, the education sector receives the largest allocation because investing in education is a primary long-term goal for developing the country’s human capital. A big portion of education funding goes to salaries for teachers and school staff, which is a continual and high-cost part of the budget, plus maintenance, facilities, and learning resources. There are also substantial outlays for programs that support students, such as textbooks, classroom facilities, and the implementation of universal access policies, including free tuition in state universities and colleges.

This combination of large ongoing personnel costs and wide-reaching student support means education often commands the biggest share among sectors. Other areas like defense, healthcare, and agriculture are important, but their funding tends to be smaller in comparison to the vast and personnel-heavy footprint of the education system, especially given the large student population and the government’s emphasis on broad access to quality education.
